Ms Holly Anne Cartner

Global Coalition on Protection of Education from Attacks

Holly Cartner is a human rights lawyer, who has been active in the field of human rights for over 25 years. She currently works as an independent consultant for the Global Coalition to Protect Education from Attack (GCPEA) on the impact on girls and women of attacks on education. For this initiative, Ms Cartner conducted over 100 girls and young women in northeastern Nigeria who had been directly affected by attacks on education, including as victims of abduction, sexual and gender-based violence, early/child marriage, lack of access to education, and other consequences flowing from attacks on education and recently completed research in the Democratic Republic of Congo, where she interviewed over 55 female students, principals and teachers who were present during the attacks on schools in the Kasai region.

Ms Cartner previously worked for Human Rights Watch, as a researcher (1990-1994) and then as the Director of the Europe and Central Asia division of Human Rights Watch (1995-2010), during which time she oversaw research and advocacy work in over 25 countries in the ECA region. Ms Cartner serves as Chair of the Board of Open Society Foundation’s Human Rights Initiative.
